In an attempt to ban the card clubs, during the spring of 1954 thirteen local churches headed by Reverend Karl Oelschlager, pastor of the Park View Lutheran Church, joined forces to form the Civic Improvement Committee of Gardena. Three local businessmen - Roy Bain, Roy Harbold and Bob King - also spearheaded a campaign running on the issue as the "three anti-gambling candidates," branding themselves as a collective ticket in an attempt to be elected to city council.
Their plan was to get a referendum on the April 13 ballot that would ban the Gardena card clubs.
